Kurt Gottfried Cornell University Although the Cold War ended over a decade ago, the nuclear postures of the United States and Russia have changed but little, while the non-proliferation regime is eroding. What steps are needed in the short term to reverse these trends, and over the long haul to create a fundamentally less dangerous international security environment? To what extent are the new policies of the Bush administration consistent with these objectives?
